Printed and Published by G. Jefferson, Douglas. First Edition, 15,[1]pp., disbound, margins a little chipped and fragile, water stain to lower outer corner. This modest proposal involves reclaiming land on the Isle of Man and establishing a college for children of the upper class, for a "religious, a moral, and a liberal education, in a salubrious climate, and removed from the more general scenes of dissipation...". But an offshoot of this private school was to be a sort of academy for Manxmen, who were born mariners, and whose contributions and expected benefits Hillary cites in detail. Cubbon, Literature of the Isle of Man, p.101, listed as "Not in Library"; Copac locates the British Library copy only.
