The second title, published anonymously, was almost certainly written by the Thomas Wright of Ould, in response to a work by a different Thomas Wright of London, condemning the buying up of small farms by monopolists, published in 1795 entitled A short address to the public on the monopoly of small farms, a great cause of the present scarcity... with the plan of an institution to remedy the evil.
