James Elmes, was an architect and civil engineer, who studied under George Gibson and was a pupil at the Royal Academy. He subsequently became Surveyor to the Port of London and was Vice-President of the London Architectural Society. He was best known, however, as a prolific writer on artistic and architectural topics, and, in particular, as the editor of Shepherd's "Metropolitan Improvements".
